Its moreso in a freestyle (written or off the top) your only responsiblity really is to the beat– you can say what you want.
A song- especially if your adhering to structure- should have a concept, and that concept oftentimes hinders the subjects you can rap about without destroying the cohesiveness of the record.
And a good hook is even more difficult.
IMO.
