But any employee with a positve IQ can see that those are bootleg mixtapes that have barcodes on em. How does a distributor sign off on a CD that’s most likely gonna get pulled if the artist’s label discovers it’s on store shelves?

the distributors probably don’t care. the artist/DJ has to pay them to place the CD, so that’s probably their bottom line.
