pac would be last if it was lyrical skill and wordplay, out of the few goats i would mention but only because the others have come up with better rhymes.
however pac is one of the most influential and most passionate rappers ever and i like how he repped black people in his songs, they even talked about him in congress, and no other rapper at the time was that influential.

It Was Written is one of the greatest hiphop albums of all time. Lost Tapes was insane. Most people would say Stillmatic is a classic (not sure if i would tho), and Streets Disciple is underrated.
