Gregory Campbell’s body had 25 entrance and graze wounds from the gunfire on Aug. 21, 2006, according to an autopsy that also found he had no alcohol or illegal drugs in his system.

Campbell had abandoned a friend who rejected his sexual advances, took off in her car and was involved in three hit-and-run accidents before pinning an officer to a fence with the vehicle in the city’s Port Richmond neighborhood, according to police. The pinned officer, who suffered leg injuries, fired on Campbell, as did two other officers.

The police department declined to comment on the lawsuit, which was filed this month. But shortly after the shooting, police said Campbell had “used his car as a weapon” and defended the officers’ response.

Campbell’s father, Bruce Campbell, said police told the family they tried to open the driver’s door of the car but couldn’t because of a tree. Police also told the family that Greg Campbell was pushing the accelerator, threatening to do more harm to the pinned officer, Bruce Campbell said.

Campbell said he went to the scene with his wife the next day and found no damage on the tree to indicate the car had brushed against it. They also found no tire marks on the sidewalk that would prove the wheels had been spinning.

“I know he wouldn’t do something to warrant them shooting him,” Campbell said.

The couple said they do not dispute that their son, who lived with them in the suburb of Kennett Square, was being pursued by police, possibly for accidents he caused. But they say the officers did not need to shoot him 25 times.

“Our son has been dead for almost a year and the police can’t tell us why,” said his mother, Barbara Campbell.
