Upland has two sister cities: Mildura, Victoria, Australia and Caborca, Sonora, Mexico.
As of the censusGR2 of 2000, there were 68,393 people, 24,551 households, and 17,873 families residing in the city. The population density was 1,746.5/km² (4,523.9/mi²). There were 25,467 housing units at an average density of 650.3/km² (1,684.5/mi²). The racial makeup of the city was 67.21% White, 7.55% African American, 0.76% Native American, 7.27% Asian, 0.15% Pacific Islander, 12.34% from other races, and 4.73% from two or more races. Hispanic or Latino of any race were 27.53% of the population.
The median income for a household in the city was $48,734, and the median income for a family was $57,471. Males had a median income of $43,485 versus $29,973 for females. The per capita income for the city was $23,343. About 9.1% of families and 12.0% of the population were below the poverty line, including 15.4% of those under age 18 and 6.4% of those age 65 or over
